North West Fire and Rescue Service PFI, the project was to deliver sixteen new community fire stations across nine Local Authorities, involving three separate Fire Services: Lancashire, Cumbria and Merseyside. This was the biggest project of its type in the country. We successfully bid the project over an intense two year period with our PFI bid lead and investor Balfour Beatty Capital, working with joint contractors Mansell Construction and Border Construction from the outset.
We worked in close collaboration with all three Fire Services, to create a unified approach and building model. All stations had their own challenges, not least of which were the constraints of working on restricted sites whilst delivering a common operational and functional approach. We adopted a competitive and focused approach on client needs and aspirations for the project as a whole. We also worked with our Fire and Rescue Advisor in developing a common approach through review of strategic authority objectives and priorities and having a "can do" attitude in our key meetings with the fire authorities and the lead officers. It has been demonstrated through the team progressing onto another bid that the team approach adopted has been successful: there was clearly an ability to work together, with a flexible approach and where the resulting shared ideas were developed in an efficient and cost aware manner.
We achieved BREEAM Excellent on a number of stations across all authorities.
The final station was handed over early 2013, with great success.
